Yes it can. I would apply the Soothing serum first and the Scalp & Hair Treatment right after. Only use the scalp & hair treatment on a damp scalp and after shampooing.Was this answer helpful to you

Please know that it is recommended and works best to use all three products. However, you can get results using it as a standalone product. This is basically a leave-on version of Head & Shoulders… in a very soothing, moisturizing lotion base. If you have bad dandruff or seborrheic dermatitis (on scalp &/or skin)… this WILL help clear it up, keep it at bay, soothe irritation, & moisturize scalp/skin… IF used correctly! TO USE: Wash with a good dandruff treatment shampoo (let it sit!); condition (skip if hair is pixie-length or shorter); towel dry hair; saturate scalp with this treatment; massage into scalp… if you want to syle your hair in the morning, just blowdry any remaining moisture at the roots! (If you have longer hair… you'll use MUCH less product if you part hair, apply directly to scalp, rub it in, and repeat until entire scalp is covered!)

This is the only OTC product (NOT a prescription) that relieves dry, itchy scalp for a few days. In the winter, I use it about once a week. Cheaper than going to a dermatologist.

The bad reviews for this are people not using it correctly. Put it on at night. It's a serum that you put on your scalp - Of course it's going to leave residue/oil/moisture! When you wake up if you still have moisture blow dry it a bit. This has worked wonders for my dermatitis and itchy scalp when all other dandruff shampoos failed.
