Is this the same formula as the tinted eye primer but just without the tint?

Do I put this on before or after applying my all over face foundation? I usually do my eyes last therefore I already have foundation on my eyelids before putting in eyeshadow. I've never used eye primer before just all over face primer

I'm in my fourties so too much shimmer doesn't help me out. This primer didn't do a good job to prim my lids. Urban Decay's Posion Primer was way better. Didn't work for me
It make my eyeshadow cake up and crease almost immediately. It did not work for me.
Very Nice
The primer works pretty much like the Urban Decay eye primer in my opinion for only a fraction of the price. Eye shadow lasts so long with this on i love it
Don't buy if you have dry or sensitive eyes
It's not for me. I had a hard time spreading it around my eye lids and it would start caking up quickly. No matter much I prep it would not smooth over and it highlights my wrinkles and creases. I would not recommend to anyone that has dryer eyelids.

My Go-To Eye Primer
I started using this because I got a free tester. I've used far more expensive brands, but none of them worked well for me. When I use this, I rarely need to touch up my eye shadow that day/evening, no matter what brand of eyeshadow I'm wearing!
